Well, yeah. Wild Arms Alter Code F = remake of Wild Arms. Unless the only game you played was WA3.

No I played Wild Arms. However..I played it when it was released..and that's it. I don't actually own a copy, someone let me borrow it.

Well if you played it, it's the same guys then! Jack and Rudy, that is. McDullen and Zed who weren't playable in the first game, although they were both there.
